Laravel Development in Canada
We are an Indian engineering team working with businesses in Canada. Written scope before any code, and a fixed quote in CAD.
Working hours
Our day ends at 07:30 in Canada (08:30 on summer time), before yours begins, so we work asynchronously: written updates land overnight and are waiting when you start.
Quoted in CAD
Quotes exclude the 5% federal GST in Canada, shown separately on the invoice.
Data protection
Work for this market is scoped against PIPEDA, and provincial privacy law where it applies, agreed before development starts rather than retrofitted afterwards.
Written scope
Every engagement starts with a written scope and a fixed CAD quote within 24 hours, so the price is set before work begins.
About Laravel Development
Laravel is the framework we reach for when a project needs more than a CMS but less than a microservices platform, internal tools, B2B SaaS, admin dashboards, custom CRMs, and REST/GraphQL APIs. We've shipped 6+ Laravel projects across healthcare, fintech, logistics, and education, with clean architecture, proper test coverage, and admin panels that ops teams actually enjoy using.
What the engagement includes
- Custom Laravel web app development
- REST and GraphQL API development
- Laravel Filament admin panels
- Laravel Nova admin panels (when budget supports it)
- Livewire and Inertia.js full-stack apps
- Multi-tenant SaaS architecture (Tenancy for Laravel)
- Database optimization and query tuning
- Spatie Permission, ActivityLog, and Media Library setup
Send the scope and you get a written scope and a fixed CAD quote back within 24 hours.

Quebec planning usually stops at the customer's screens, and on a Laravel project the larger French obligation is often the back office. The Office québécois de la langue française says an employer must make the French version of any software available to its staff, whether it is an in-house application or not, installed by default, and that an individual's preference for another language must not undermine the general use of French. The francization process that carries this applies to enterprises employing 25 or more people in Quebec over six months, and those with 25 to 49 had until 1 June 2025 to register with the Office. A Filament panel your Quebec staff use every day is exactly that kind of in-house software, and three Laravel details decide whether it really runs in French. First, the application skeleton no longer ships language files, and lang:publish gives you the English set, so French validation and authentication messages are something the project adds rather than something it has. Second, Filament ships a French translation under fr and none under fr_CA, and Laravel's translator looks in the requested locale and then the configured fallback, usually en, without ever dropping the region. Set a user to fr_CA and the panel quietly falls back to English wherever no fr_CA file exists. So either the application locale is fr with Canadian date and number formats set separately, or the translator is told to try fr before en. Third, the strings that go wrong are the ones nobody sees in a demo. Queued exports, scheduled reports and staff notifications are rendered on a worker with no request to take a locale from, so staff accounts carry a preferred locale through HasLocalePreference and queued jobs set theirs explicitly. How far the Charter reaches your organisation is a question for your own counsel; a panel that is French by default is cheap at the start and tedious to retrofit.
If your organisation employs 25 or more people in Ontario on 1 January of any year, the Employment Standards Act requires a written policy on the electronic monitoring of employees, and a Laravel back office is usually part of what that policy has to describe. The policy must say whether the employer electronically monitors employees, how and in what circumstances it may do so, the purposes for which the information obtained may be used, and the date it was prepared and the date of any change. Employees get a copy within 30 days of it being prepared or changed, and copies are kept for three years after the policy stops being in effect. The first deadline was 11 October 2022, and in later years an employer that reaches the threshold on 1 January has until 1 March to have one. Policies tend to list email and badge readers, not the panel. A Filament back office with an activity log records every record a staff member opened and changed. Laravel Pulse's Application Usage card ranks the ten users making the most requests, dispatching the most jobs and hitting the most slow requests, and resolves their names and email addresses for the dashboard. Nightwatch, Laravel's monitoring service, attaches the signed-in user's id, name and email to every event it captures unless told otherwise. Each of those is electronic monitoring of the people who use the panel, switched on by installing a package rather than by a decision. So the build keeps an inventory of every place the application records what an identified member of staff did, with the purpose each record serves and how long it is kept, and the release checklist treats adding a monitoring package as a policy change. The Act says plainly that it creates no right not to be monitored, so the policy is about transparency rather than permission, and how far provincial privacy law limits what you do with the information is for your own counsel.
The Social Insurance Number is the field Canadian Laravel projects most often collect without needing to. Service Canada's code of practice says it is not against the law to ask for it, that nobody can be denied a product or service for refusing where no law requires it, and that it should not be used as a general client identifier. Its own list of occasions when you do not have to give it includes job applications, renting property, signing up for utilities, renting a vehicle and applying for credit products, which between them describe a fair share of what gets built on Laravel: recruitment portals, property management systems, rental and lending applications. So on those forms the SIN is not a required field, the validation rules do not block submission without it, and an applicant who declines is offered another way to identify themselves. Where it is genuinely needed, payroll being the obvious case, the code says an employer must ask for it no more than three days after employment begins, and a SIN beginning with 9, issued to a temporary resident, expires on the same date as the work permit or study permit behind it. That makes the expiry date a column, a scheduled job that warns the employer before it passes and a record of the renewed document, rather than something HR finds out at year end. In the database the number sits behind an encrypted cast, which also means it cannot be searched, so lookups run against a separate keyed hash and the panel shows the last three digits only. It is listed in the model's hidden attributes so an API resource or a log line never serialises it by accident, and exports leave it out unless the person exporting holds a role that needs it. Whether a particular collection is justified under PIPEDA or your provincial statute is for your own counsel or privacy officer.
How we work with Canadian clients
Two things shape Canadian projects more than anything technical. The first is language: if you serve Quebec, French is a legal requirement rather than a nice addition, and the rules tightened considerably under Bill 96. The French version has to be available on equal terms with the English one, which is a design constraint from the first wireframe rather than a translation task at the end.
The second is anti-spam law. CASL is stricter than most teams expect, and the penalties are real. Consent has to be express or clearly implied, records of it have to be kept, and every commercial message needs a working unsubscribe and accurate sender identification. We build those into the product rather than leaving them to whoever configures the mailing tool later, because that is where the exposure usually sits.

We serve Quebec. What does the French requirement actually mean?
In practice, the French version cannot be an afterthought. It has to be available on terms at least as favourable as the English, which affects navigation, forms, error messages, transactional email, and support content rather than just marketing pages. We plan for two languages at wireframe stage, because French copy typically runs longer than English and a layout built for one will break on the other. Translation is done by a French speaker rather than machine output.
How do you handle CASL for email and notifications?
As a product requirement, not a setting. That means capturing and storing proof of consent with a timestamp and source, distinguishing express from implied consent along with when implied consent expires, an unsubscribe that works in every message and takes effect quickly, and accurate sender identification. Transactional messages are treated separately from commercial ones in the code, because conflating them is the most common way teams end up sending something they should not have.
GST, HST, or PST? Which applies to your invoices?
We are outside Canada, so our services are generally not subject to Canadian sales tax on our invoice, and self-assessment rules may apply depending on your province and registration status. Because the provincial position varies considerably, we would rather your accountant confirms the treatment before the first invoice than reconcile it afterwards. We quote in Canadian dollars and hold the figure for the project.
You are many time zones away. How does that work day to day?
Honestly, with a written-first working style. Our day ends before yours starts even in the east, and overnight in the west, so there is no live overlap to schedule around and we do not pretend otherwise. Work is handed over in writing at the end of our day, which lands as your morning, and questions that would block us are flagged before we stop rather than discovered overnight. One scheduled call a week in your morning covers what genuinely needs a conversation.
Laravel Development: common questions
How much does a Laravel development project cost?
Internal tools and admin panels: CA$650-CA$1,600. Laravel SaaS builds: CA$1,600-CA$4,800. Enterprise multi-service builds: CA$4,800+. Final cost depends on data model complexity, integration count, frontend scope (Livewire vs separate React app), and whether multi-tenancy is required.
How long does a Laravel project take?
Internal tool with Filament admin: 4-8 weeks. Standard SaaS MVP: 8-16 weeks. Complex multi-service builds: 16-30 weeks. We deliver in 2-week sprints with full demos every Monday.
Do you use Filament or Laravel Nova for admin panels?
We default to Filament, it's free, open source, has a deeper extension ecosystem, and the development experience is excellent. Nova is still a good choice if your team specifically prefers it, but most clients we move to Filament after seeing both.
Can you build APIs that a React Native or Flutter mobile app will consume?
Yes. We build REST APIs (JSON:API spec where it fits) and GraphQL APIs (typically via Lighthouse PHP). We also build the React Native or Flutter mobile app itself if you don't have a separate mobile team.
Do you offer Laravel maintenance after launch?
Yes. Laravel apps need ongoing care, framework upgrades, dependency updates, security patches, performance tuning. Our retainers run CA$240-CA$1,300/month depending on scope. Most Laravel clients stay on for 2+ years.
