Two search markets in one country, and the law around the outreach

Canadian search demand splits by language, and the French half is not a translation of the English half. A French page competes in a different results set, against different sites, for queries whose volume and intent do not map onto the English ones, and the literal translation of the term you rank for in English is frequently not the term anybody types. So the keyword work is done twice, from scratch, in both languages, rather than once and then run through a translator. Most sites serving Quebec already have to publish in French for reasons that have nothing to do with search, which means the pages exist whether or not anyone made them rank, and the practical question is only whether they were written to be found or written to satisfy an obligation. The technical half of this is where we most often find the damage already done. The French tree needs its own URLs rather than a query string or a cookie that swaps strings in place, every page needs reciprocal hreflang naming both language variants and itself, and the French page needs a canonical pointing at the French page. Pointing it at the English one, which is the single most common mistake we are handed, tells Google the French version is a duplicate and removes it from the index, so a site can be fully compliant in law and invisible in half of its own market at the same time.

Local search here behaves like the American version and the geography does not, which is what makes imported city-page strategies fail. The population sits in a thin band with long gaps in it, so Calgary and Edmonton are two separate markets three hours apart with almost nothing in between, while Toronto, Mississauga, Brampton and Markham are one continuous labour market that will happily cannibalise itself if you publish a near-identical page per municipality. We would rather build one strong page for a real market than four thin ones for the boundaries on a map. Google Business Profile carries more weight than anything on your own site for the queries that convert, and the parts that trip Canadian businesses up are specific: a service-area business hides its address rather than inventing one, the profile name has to match the sign on the premises, and in Quebec that is the French name, which then has to agree with the business name your citations carry across every directory. You also get one profile rather than one per language, so the description, services and posts are a bilingual editorial job inside a single record. Radius targeting works in kilometres, and the useful geographic unit below the city is the forward sortation area, the first three characters of the postal code, which is what a Canadian audience segment should be built on rather than a US-style tract.

The outreach half of this work is regulated in Canada in a way it is not in most markets we sell into, and it changes what we will and will not do on your behalf. CASL covers commercial electronic messages sent to or from Canada, and a guest post pitch, a broken link email or a digital PR blast is a commercial electronic message. There is no exemption for the fact that it is a link request rather than a sale, the consent, sender identification and unsubscribe requirements apply, and enforcement is by administrative monetary penalty rather than by a complaint you can settle quietly. So we do not send cold sequences to scraped address lists on your domain, and we do not buy links or rent placements in a network, which is a policy position quite apart from the law. What we do instead is slower and holds: citations from the provincial and national industry bodies your sector actually belongs to, coverage in local press and trade titles that publish real editorial, and the Canadian directories a human still reviews before listing. Where a placement is paid, it is marked as paid. The Competition Act's misleading advertising provisions reach undisclosed paid endorsements as well as advertising copy, and the Bureau has published on material connections in influencer marketing, so a bought review in a Canadian publication is an advertising law question before it is ever a link question.

The domain question comes up in almost every Canadian conversation and deserves a straight answer. A dot ca is a genuine geographic signal and a Canadian audience reads it as one, and CIRA's Canadian Presence Requirements mean the registrant had to qualify to hold it, which is part of why it reads that way. What it is not is a ranking boost you can buy, and it is a decision that is hard to reverse: a country domain cannot be targeted at another country later, so a business that expects to sell into the United States within three years is choosing between moving the whole site or splitting the tree, neither of which is cheap. If you are already on a dot com, the honest position is that the geographic signal comes from the content, the language variants, the local citations and the business itself rather than from the suffix, and Search Console's old country targeting setting was removed years ago, so there is no switch left to flip. On the measurement side, filter by country rather than reading site totals, because a site that also draws impressions from India or the United States will report a Canadian position that is an average of two markets and is true of neither. That is also why the reporting we send separates them instead of presenting one blended number that happens to look better.

Two things shape Canadian projects more than anything technical. The first is language: if you serve Quebec, French is a legal requirement rather than a nice addition, and the rules tightened considerably under Bill 96. We serve Quebec. What does the French requirement actually mean?

In practice, the French version cannot be an afterthought. It has to be available on terms at least as favourable as the English, which affects navigation, forms, error messages, transactional email, and support content rather than just marketing pages. We plan for two languages at wireframe stage, because French copy typically runs longer than English and a layout built for one will break on the other. Translation is done by a French speaker rather than machine output.

How do you handle CASL for email and notifications?

As a product requirement, not a setting. That means capturing and storing proof of consent with a timestamp and source, distinguishing express from implied consent along with when implied consent expires, an unsubscribe that works in every message and takes effect quickly, and accurate sender identification. Transactional messages are treated separately from commercial ones in the code, because conflating them is the most common way teams end up sending something they should not have.
